In the preamble to its Constitution, its Fundamental Law, Cameroon draws much inspiration from the provisions of the Universal Declaration of Human Rights adopted by the United Nations General Assembly on 10 December 1948. It is obvious that Cameroon, a ward of the United Nations, has subscribed to this code of conduct of unassailable moral eminence since it acquired international sovereignty.
Thus, if Article 3 of the said Declaration stipulates that, and I quote, “Everyone has the right to life, liberty and security of person”, end of quote, the Constitution of Cameroon, for its part, stipulates that, and I quote again, “Liberty and security are guaranteed to each individual in the respect for the rights of others and the supreme interest of the State”, end of quote.
When we talk about the State, a number of constituent elements immediately come to mind. These include a clearly defined territory, a population whose composition varies according to the geographical area and, finally, a Government with a homogeneous and effective functioning, which has authority over all the people living in the said territory.

In addition to these tangible elements, there are other elements that are intangible but are component parts of the State. These include sovereignty, understood as the will of the people, from which the State derives its authority and the exclusivity of its jurisdiction, without the interference of any external constraint. Article 21(3) of the Universal Declaration of Human Rights states, quote: “The will of the people shall be the basis of the authority of government”, unquote.
In response to the will of the people, which requires them to guarantee their security, our public authorities have always made it their duty, and reliably, to use all the legal means at their disposal to fulfil this mission of the utmost importance. This is why we are currently increasing the presence of the Law Enforcement Forces in some of our administrative regions particularly affected by insecurity. This presence is intended above all to reassure innocent citizens and deter troublemakers, with coercive measures being used only as a last resort, always in a timely, professional and proportionate manner, under the imperative guidance of respect for human rights.
But beyond the regions currently affected, the same proactive security measures will be applied throughout the national territory in view of the major public events on the horizon. The aim is to create a safe and secure environment that will enable all citizens to express their views freely and in complete peace of mind when the time comes to decide the future of our country. The Defence and Security Forces are actively working on this task, together with the national community of citizens, within the permanent framework of the living and promising concept of the link between the Army and the Nation, a true Cameroonian originality to be hailed and enshrined.
The strengthening of the security network will undoubtedly be accompanied by an increase in checks, especially identity checks, on the roads, in public places, and wherever else necessary, not to mention checks on cargo and other goods. All of these measures are proven to be effective and will further reduce the number of law and order offences.
It is therefore up to everyone to comply with the law, now and in the long term, for the safety and welfare of all.
