The history of warfare, as it has unfolded over the centuries, teaches us that it is not usual for the side that enjoys a tactical and strategic advantage to take the initiative and offer fraternal peace. Total surrender or destruction is often the only alternative offered to opponents on the verge of defeat. However, this approach, which is supposed to be universal, is undermined by what could be called the Cameroonian exception.
If only to illustrate its relentless fight against the denial of humanity that is the scourge of terrorism, Cameroon has always been a master of initiative and territorial control. A situation that the terrorist gangs it faces have never been able to reverse, even at the height of their capacity to cause damage. It is therefore neither forced nor coerced that Cameroon has opted for a peaceful and honourable way out of this vicious circle of death.
These are the perpetrators of indiscriminate, illegal and illegitimate armed violence, sometimes monsters guilty of countless atrocities, who are simply regarded as lost children whom it is the duty of all of us to bring back into the family fold. This is the case with the followers of the obscurantist sect Boko Haram, against whom war has been officially declared without deployIing massive force on the ground. The same is true of the troublemakers in the North-West and South-West Regions, who have only been dealt with by strengthening the territorial security network.
The State’s duty to provide security has thus been combined with the no less imperative duty of maintaining national cohesion, with the sole aim of achieving the complete disarmament of minds and hearts, since any peace imposed by arms is incapable of removing the sense of humiliation that is often conducive to the resurgence of future crises. Instead of subjugation, elimination or exclusion, Cameroon has opted for reconciliation with each of its rebel children, regardless of the crimes they may have committed.
The process is also designed to be as painless as possible. Instead of dubious surrender or dramatic neutralisation, the aim is moral disarmament, mental liberation and ideological detoxification. The success of this method is growing by the day, with thousands of fundamentalist and separatist ex-fighters agreeing to lay down their arms.
Pragmatically, it was to be expected that this strategic move, which has turned the tide of belligerence far beyond Cameroon’s borders, would be met with a counter-battery fire from those who feared that with the extinction of the hotbeds of crisis fuelled by misleading rhetoric and deadly weapons, the source of income that allowed them to live in luxury at the other end of the world would disappear. This, it must be remembered, to the detriment of many of our brave young people, beggarly puppets in a tragic plot whose beginning and end they know nothing about.
It is to these manipulated young people that the President of the Republic, His Excellency Paul BIYA, extends the olive branch of peace. He invites these misguided youths to retrace their steps. It is for them that the disarmament, demobilisation and reintegration centres have been conceived, built, equipped and made operational for a participatory and ambitious return to the building of our common future!!!
