The Head of Communication Division of the Ministry of Defense (MINDEF), Cyrille Serge Atonfack Guemo, for this end of the year, advocates better management of institutions through the Cameroonian army. Recently promoted by a presidential decree (signed by the Head of State, His Excellency Paul BIYA on December 28, 2020), for the rank of Captain of the Vessel, Serge ATONFACK is among those who entirely delegate their attributes to the nation. The editorial of the Head of the Communication Division of MINDEF, from Saturday December 26, 2020 as part of the program "Honor and Loyalty", was drafted as follows :
"Finally, the year 2020 is coming to a past. It was high time, one might say. And even the few days left seem to last forever. Heralded with an ounce of superstition as the year of perfect score, 20 on 20, 2020 will go down history as one of the most anxiety-provoking experiences the world has seen since the end of World War II. Blame it on coronavirus, which came to put a breakdown in habitual roles, putting the world in front of what could foreshadow a bacteriological war.
This point of view might sound audacious, or at the very least exaggerated. But several concordant clues give support to it. First, there is the ping-pong game between leading players on the world stage, about the cause, origin and starting point of the pandemic. Then the rivalry between these same leading players who, rather than pooling their resources in order to present a united front to this boundless viral intrusion, seem to devote most of the time to mutual observation, to testing their intentions and capacities, and often using the communication sphere as a battlefield.
We note in the same vein, the successive confinement and non-confinement, which have served both as a barrier to the spread of the pandemic, and as a test of the resilience of the economic tissues, some of which have almost slipped the path of ruin, after only a few weeks of slow down.
And how can we forget this kind of capacity segregation, illustrated by the exclusion of certain parts of the world, solely on wanton presumptive imputation, and this, long before the start of the resistance race against the coronavirus. These were real psychological operations intended to annihilate the will of the less wealthy states to take charge of themselves in the fight against COVID-19.
Moreover, the development and certification protocols of the vaccine, the implicit nationalization of pharmaceutical laboratories, the monopolization of stocks of immunizing products, and presently the hunt for market shares, notably in Africa, raise questions about the sincerity of international health solidarity.
While waiting on the effectiveness of the vaccine offered, and taking into account the almost quarterly mutations of the virus, it is certain that the coming days will be decisive for the security of the planet. Indeed, one needs to be afraid that the persistence of this pandemic may come to cause social upheavals, more or less spontaneous, in certain parts of the globe, thus allowing some powers to increase their spheres of influence.
Drawing back this introspection of the management of COVID-19 as close as possible to our Cameroonian realities, it is true that we recorded some deaths. And it is with deep humility that we bow to the memory of our brothers and sisters, who died as a result of this fatal disease.
On the other hand, it must be acknowledged that in the face of this unexpected viral attack, the civil and military instruments that constitute our public health system have accumulated immeasurable experience, a guarantee of better responsiveness, and better efficiency for the future. In addition, the construction of dedicated support structures, and the upgrading of our technical platforms through the acquisition of up to date equipment, remain in advance, the consolidation which may prove beneficial in the event of another bacteriological attack.
In terms of security in our regions upset by terrorist movement, we can note that, in the Far North, Boko Haram is in continuous decline, despite the increasing number of intrusions in our border villages, the lone feats of arms of the endangered fundamentalist sect, henceforth devoid of any territorial aim is summed up in incursions for food predation.
The state of affairs in the North-West and the South-West Regions also record a significant decrease in the level of violence, a result similarly due on one hand to the implementation of the resolutions of the Major National Dialogue, and on the other hand the professionalism of our Defence and Security Forces, backed by the unconditional support of our populations henceforth aware of the emptiness, as well as of the dangers of separatist adventurism. The most telling showcase of this return to normalcy is none other than the start of the 2020 school year, which have attracted many more people than in previous years.
With the intensity of security operations declining, the emphasis is on civil-military actions. The reconstruction of infrastructure damaged by seditious elements, assistance to populations through food donations, the multiplication of free health care campaigns, constitute the main activities of the forces of law and order deployed in the regions in crisis.
The security of the rest of the national territory has not been neglected, organized crime, cattle rustling, kidnappings with demands for ransoms, attempts at maritime piracy, illicit trafficking have received appropriate responses.
In these constant commitments to safeguard the sovereignty of our dear and beautiful country, many of our brothers in arms have fallen in the battlefield. Alongside our venerable ancestors, with their flesh and blood they fertilize the nourishing land of Cameroon. To these silent heroes, the best tribute to pay is the continued fight for freedom. This fight will continue, as long as only one of our compatriots feels the slightest sense of insecurity.
