For three decades, and with the break-up of the Warsaw Pact, the world’s expectation of moving into a new era was immense. The end of contentions amongst great powers envisaged a world where in prosperity and security would be the most shared goods. And for good a measure, expressions such as globalization of terms of trade, globalization of societal problems, were to support these predictions, which in practice will prove to be only an incantatory will.
Indeed, the world is neither more egalitarian nor more united than it was thirty years ago. Diplomatic activity and trade continue to be predominantly dominated by the richest states. Not even the universal codes of human morality is left untainted by the impertinences of nonesuch thought.
As the threat of a global conflagration shifted, and while it was now believed that much of military spending will be directed towards social welfare, hegemonic contentions arose again, the pursuit for arms was revived, and sometimes sanctified, the world is about to become a future battlefield. Perhaps to prevent the earth from being destroyed? We have the right to ask ourselves that question.
However, there is fear we will continue to live a clearly turbulent multi polarity. And while waiting for the current heat in international relations to reach a point of stability, another phenomenon seriously threatens security on our planet. This is terrorism.
Driven by segregated discourses, fuelled by well-known predatory circles with explicit designs, the multiform scourge spreads like wildfire, traversing States, weakening institutions, destroying economies, extinguishing social cohesion and limiting human freedoms. Above all, contrary declarations of some of the protagonists of the international scene, obscurantist and separatist base on unnatural collusion.
Standpoints taking in international forums, the incessant movements of troops that result from them, the transfers of mercenaries on both sides of the globe, all this commotion does not augur good in short or medium term. On the contrary, there is every reason to believe that one is permanently in a period of severe turbulence.
In spite of itself, Africa, caught in this context of ambient hypocrisy, unfortunately has to fight against these contemporary goals of destabilization and deconstruction, with the ambitious aim to reshape its territory into independent micro-entities, based either on religious or exceptional cultural considerations. In any case, a disunited Africa remains vulnerable to the appetites of corporatist imperialism.
The surge of terrorism on the African continent should prepare us for a long, tough and common battle for the survival of our states as peoples and nations. In short, it is a question of defending the sovereignty, territorial integrity and independence of States, to promote and defend joint positions of Africans on issues of interest to the continent and its peoples, as stipulated in Article 3 of the Constitutive Act of the African Union, adopted in Lomé, Togo on Wednesday, July 11, 2000. That was 22 years ago. /-
